Monitoring the Effectiveness of SEN Provision

The West Midlands Regional Partnership has produced a report about monitoring the effectiveness of SEN Provision. The first part of the report includes case studies about interesting practice in the West Midlands and a summary of West Midlands Local Authority practice in monitoring the effectiveness of SEN provision.

The second part of the report consists of a local authority self evaluation schedule for use for local authorities to self evaluate aspects of their own practice in monitoring the effectiveness of SEN provision.

Working in Partnership with Parents and having regard to the Special Educational Needs (SEN) Code of Practice

A group consisting of SEN Officers who have various responsibilities within the statutory assessment process, of parent partnership officers from the West Midlands Parent Partnership Network (WMPPN) and of a representative from the West Midlands regional mediation service, "Mediation Works!" has met during the academic year 2005/6. The purpose of the meetings has been to consider making regional recommendations on how Local Authorities (LAs) in the West Midlands can work in partnership with parents and have regard to the Code of Practice for Special Educational Needs (SENCOP), 2002, Chapter Two, 2:1 page 16 to 25, Working in Partnership with Parents.

Reducing Bureaucracy in annual reviews

The West Midlands Regional Partnership Statement Writer's Group formed a small subgroup to produce guidance on conducting annual reviews for schools, a pro forma for the Head Teachers report and a unique pupil information pro forma that can be pre-populated where appropriate and used as a fromt page for reports including the annual review report. It is hoped that this work will contribute to reducing bureaucracy for schools and provide a format that can be used by all authorities in the region.

ADHD Parent information Pack

The West Midlands Regional Partnership has produced a new parent resource pack for parents and carers of children with Attention Deficit Hyperactivity Disorder (ADHD).

In 2003 the Regional Partnership commissioned a wide-ranging consultation with families affected by behavioural, emotional and social difficulties through the West Midlands. Following the consultation, the Partnership undertook to produce a regional information pack to support the families of children with ADHD during the process of identification of their child’s ADHD and afterwards. The pack was developed by a multi-agency group of parents, representatives from parent partnership services, education and health professionals working with families affected by ADHD.

The West Midlands SEN Regional Partnership commissioned this report, Care & Control - a 'toolkit' to support the West Midlands SEN Partnership in the development of a shared approach to fulfilling the LEA duty of care, from Birmingham Behaviour Support Service as a result of concerns expressed by the Emotional, Social and Behavioural Difficulties (ESBD) Study Group.

This report is one of a series commissioned by the Partnership from our Educational Consultant, Stephen Seymour and arises out of data and information collected by a working group of LA SEN Officers and Admissions Officers. It contains an analysis of base line information on cross border admissions within the West Midlands Authorities. The data and information has been gathered in preparation for the development of a protocol for use by West Midlands Authorities when dealing with requests for placements for children and young people with SEN. The report includes a useful quick guide for LA Officers on the Belongings Regulations. There is also a protocol outlining the expectation that where a SENDIST appeal involves two LAs, they will work in partnership to formulate the response and provide a witness to the hearing if asked to do so.

Regional Partnership Analysis of Out of Authority Placements in Independent and Non Maintained Special Schools. 

 The Regional Partnerships analysis of out of authority placements for children and young people in Independent and Non Maintained Special Schools report, together with Excel profiles and a PowerPoint presentation.  The presentation explains the findings from the national exercise and there are profiles for each contributing LA and for the region.  LAs may wish to calculate any Gershon savings they have achieved (see PowerPoint).  LAs can also make regional and national comparisons.
